First, Cactus McQueen was released in the Supercharged Wal-Mart 8 set and in a Sam's Club exclusive 10-Car Value Pack.
In the World of Cars series, he was released as a single on a regular and short card. A 3-car pack was released in that series containing Dirt Track Doc Hudson and Sheriff.
The same thing happened in the Race-O-Rama series. He was released as a single on regular and short cards. There was no 3-pack this year. (That's what was different!)
Currently, his latest release was in the 2013 series, under the subcatogory Lightning McQueens.
